Complete Quest to Craft the Snap Hook in Arc Raiders

The Tribute to Toledo quest in Arc Raiders is one of those early objectives that looks more complicated than it really is. Celeste just wants a Power Rod, an epic-rarity part used to craft the Snap Hook and apparently valuable enough that the so-called Toledo Tubes Management thugs demand it as "tribute." Once you hand it over, she'll reward you with a handful of magnets, some advanced mechanical components, and synthesized fuel, which helps push your Raiders progression and opens up more options at her vendor screen ARC Raiders Boosting.

A lot of players already have a Power Rod without realizing it, so it's worth checking your stash and inventory before heading out. If you don't have one, the fastest method is usually recycling a Snap Hook. Since this legendary tool shows up as a reward from quests like Lost in Transmission, most players have at least one spare. Open the inventory, right-click the Snap Hook, recycle it, and you'll get a Power Rod and a few ropes back. Drop the rod in your stash, talk to Celeste, and the quest finishes instantly—no raid required.

If you'd rather loot one directly, the Dam Battlegrounds is the most reliable spot. The Power Generation Complex on the east side has a locked door that actually requires a Power Rod to open. Ironically, the rooms behind it are filled with electrical cabinets that often drop even more rods. Power circuits along the walls and nearby tunnels are also worth checking. With the Security Breach talent, late-game players can cycle these spots quickly since breachable containers here tend to have good odds of electrical components and rods.

Crafting is another option if your Refiner is level 3. Two ARC Circuits and two Advanced Electrical Components will produce a Power Rod outright. It's not flashy, but it's dependable and great for players who prefer staying in base rather than running high-risk raids. Maps like Spaceport or Hydroponics are good for stocking up on components early, since they have plenty of mechanical loot.

The Spaceport Control Tower can also drop Power Rods or Snap Hooks behind key-locked doors. If you have the Spaceport Key, it's worth doing a fast, low-heat run, checking the locked areas first and leaving as soon as you secure the part. Using magnets on piles of metal scrap can speed things up, too, since these sometimes pull extra mechanical components.

Once you have the rod, just return to Speranza, open the Raiders tab, and hand it over. As long as the Power Rod is in your main stash, the game will recognize it and complete the quest immediately. It's a simple, low-stress objective that teaches you how valuable recycling and resource management are in Arc Raiders.

Finishing Tribute to Toledo also unlocks the ability to craft the Snap Hook, which becomes handy in nearly every raid ARC Raiders Battle pass. New players should get in the habit of upgrading the Refiner and learning the Dam routes, while experienced players can recycle extras for efficiency or profit. Getting comfortable with these early resource loops makes the rest of the game's progression a lot smoother.
